All meetings of the board of directors shall be conducted pursuant to the Ralph M. Brown Act, Chapter 9 (commencing with Section 54950) of Part 1, Division 2, Title 5 of the Government Code.

The affirmative votes of a majority of the members of the board shall be necessary and, except as otherwise provided in this part, shall be sufficient to carry any order, resolution, or ordinance coming before the board of directors.

The board shall adopt rules for the general conduct of its proceedings including, without limitation, penalties for unexcused absence from meetings.

The enacting clause of all ordinances shall be as follows: “Be it ordained by the Board of Directors of the Southern California Rapid Transit District:”

All ordinances shall be signed by the president or the vice president of the board and attested by the secretary. All ordinances shall be published once within 15 days after passage in a newspaper of general circulation printed and published in the district.
