(a)The chancellor and each local administration of a campus shall administer the provisions of this article in accordance with the rules and regulations adopted by the trustees pursuant to subdivision (b).
(b)The trustees shall adopt rules and regulations to establish general guidelines for the administration of this article.
(c)The trustees shall adopt regulations defining the term “affordable student housing” as used in this article.
