There is and shall continue to be a state prison known as the San Quentin Rehabilitation Center. Any reference to the California State Prison at San Quentin shall be a reference to the San Quentin Rehabilitation Center.

The San Quentin Rehabilitation Center shall be located at San Quentin in the County of Marin.

The primary purpose of the San Quentin Rehabilitation Center shall be to provide humane confinement, rehabilitation and education programming, restorative justice, industrial and other training, treatment, and care to persons confined therein.
