A district formed under this chapter shall be comprised of an area within a local agency that is specially benefited by, and is subject to a special assessment to pay the cost of, an improvement. The district is not an entity separate and distinct from the local agency within which it is formed.

The legislative body shall appoint itself to act as board of directors of the district.

This chapter is applicable only in a city or county which has adopted an ordinance providing that the chapter is applicable in its jurisdiction.
