Special circumstances shall also include special needs as provided in Sections 11023 and 11023.1.
This section shall become operative on July 1, 1998.

The county shall verify that a special circumstance does exist and shall issue a warrant for payment within the guidelines provided by the department. The county shall then send a claim to the state for payment.
This section shall become operative on July 1, 1998.
