The board may advance general funds of the district to accomplish the purposes of an improvement district formed pursuant to this part.

The board may provide that the district shall be repaid for any advance of funds, with interest at a rate not to exceed the interest value of money to the district, from the taxes levied exclusively upon the taxable property in the improvement district.
