All irrigation districts, county water districts, municipal water districts, metropolitan water districts, county water authorities, water conservation districts, and flood control districts, may make such contributions to the Colorado River Fund as, in the exercise of the discretion of their respective governing bodies, is deemed advisable.

The board may accept any and all contributions to the fund.

All contributions accepted by the board shall be deposited by it in the State Treasury to the credit of the fund.
