The board may:
(a)Provide for and create divisions or departments for management and operating purposes.
(b)Appoint department heads.
(c)Classify and reclassify employees.
(d)Fix the duties, terms, and time of employment.
(e)Provide for and fix salaries, compensation, and expenses of department heads, executives, and employees.
