Two million dollars ($2,000,000) in the subaccount, upon appropriation by the Legislature to the department, shall be used by the department for the development of a Delta Science Center, including, but not limited to, all of the following components:
(a)Public educational opportunities.
(b)Wildlife and habitat enhancement.
(c)Preservation of agricultural lands.
(d)Enhanced levee protection and rehabilitation.
(e)Water quality improvements.
(f)Nonstructural flood protection.
