“District,” as used in this part, means a district formed pursuant to this part or pursuant to any law which it supersedes.

“Board” or “district board,” as used in this part, means the governing board of a district.

“Board of supervisors,” as used in this part, means the board of supervisors of the county in which the greatest portion of the area of the district, is situated at the time of the filing of the petition for formation, unless another meaning is specified.
